Donal O’Sullivan is a tax partner in the Business Tax Advisory section of EY’s Financial Services Organisation, having joined the firm in 1988. In addition to providing Irish tax consulting services, he has over 20 years’ experience in international tax structuring and is a recognised expert on taxation issues in the asset management and insurance industry for both the domestic and overseas markets.

He advises on the tax aspects of international funds investing cross-border for Ireland. He advises clients on all tax matters relating to international fund investment structures including tax treaty access, VAT, UCITS IV, the Savings Directive, the Alternative Investment Fund Managers Directive and asset and pension pooling investment structures. Donal advises many of the international asset managers with front office operations in Ireland as well as administrators and custodians based in Ireland. Typical projects across all asset classes have included funds set up, mergers and rationalisations, withholding tax and capital gains analysis for funds, designing and implementing new structures for enhanced treaty access for Irish funds, advising on asset and pension pooling projects and reviewing reporting requirements for funds. He writes and presents extensively on asset management issues both locally and at international conferences.

Donal O’Sullivan holds a Bachelor of Commerce from University College Dublin. He has participated in the Irish Government’s IFSC Sub-Fund Committee for Taxation and contributed to the Government’s Asset Management Task Force. He currently participates in the Irish Funds Industry Association Tax Working Group. He is also a Fellow of the Institute of Chartered Accountants in Ireland.
